FAMB Board of Directors

The Florida Association of Mitigation Bankers (FAMB) announced the 2017-2018 Board of Directors and named Joe Sicbaldi from Florida Power & Light/Everglades Mitigation Bank as President, Pamela Harris from Green Source Environmental as Vice President, Kae Hovater from Environmental Resource Marketing as Secretary, Peter Partlow of ESciences as Treasurer; along with the following Directors: Beverly Birkitt from Tampa Bay Mitigation Bank, Don Ross from EarthBalance, Katherine Birnie from Upper Coastal & Old Florida Mitigation Bank, Carl Salafrio from Environmental Consulting & Design, Ernest Hale from Loblolly Mitigation Bank, Kelly Sands from St. Marks & Pensacola Bay Mitigation Bank, Bryan Corrigan from Basin 22 Mitigation Bank, and Desmond Duke from Bluefield Ranch Mitigation Bank; Victoria Colangelo from The Mitigation Banking Group as Past President. FAMB is proud to have Lori Killinger from Lewis, Longman & Walker, P.A. as the organization’s lobbyist.

The board will work closely with Florida’s mitigation bankers to develop ideas, build relationships with lawmakers, U.S. Army Corps of Engineers, Florida Department of Environmental Protection, and the 5 Florida Water Management Districts to ensure that the mitigation banking industry remains influential in the state.

FAMB brings together leaders who are committed to restoring and conserving Florida's wetlands. The organization is dedicated to tracking all bills that could affect mitigation banks, reviewing every piece of legislation and analyzing it to determine its impact on the industry. FAMB spends its time and resources helping existing champions in Congress and identifying new ones to protect mitigation banking in the state of Florida.

 

Joe Sicbaldi

Joe Sicbaldi, President

Joe Sicbaldi is the manager of the Florida Power & Light Company (FPL) Everglades Mitigation Bank and is responsible for all aspects of its operation including credit sales, agency relationships, restoration construction, reporting and compliance. Joe has been with FPL for over 30 years and presently in the Corporate Real Estate group. He also has worked in Environmental Services, Power Systems, Supply Chain and Information Technology. In addition to the mitigation bank, Joe oversees the various scrub and wetland preserve areas at multiple FPL facilities and manages the relationship between FPL and adjacent landowners. Joe holds a Bachelor's of Science in education, a Master's Degree in Business and a technical computer science degree.

Pamela Harris

Pamela Harris, Vice President

B.A. Political Science, Environmental Science and Policy, University of South Florida, Tampa, FL. Pamela has over 20 years of professional environmental consulting experience in both the public and private sectors. Pamela has expertise in state, federal and local environmental permit acquisition, permit compliance, monitoring, environmental impact studies, Section 7 Consultation, ecosystem restoration, project management, and financial analyses for investors in Payment for Ecosystem Services Projects. Pamela is responsible for all day to day operations of the firm, business development, and client services.

 

Kae Hovater

Kae Hovater, Secretary

Kae Hovater is the Market Research Analyst for Environmental Resource Marketing. Ms. Hovater has been with ERM for over 7 years and currently leads the market research projects and manages the day-to-day operations for the company.

Kae has a B.A. degree in Psychology from the University of South Florida. She also serves as Programs Chair for the WTS/Advancing Women in Transportation Central Florida Chapter.

 

Peter Partlow

Peter Partlow, PE, Treasurer

Pter K. Partlow, PE is co-founder, President and Principal Engineer of E Sciences, Incorporated in Orlando, Florida. E Sciences provides a wide range of environmental and ecological engineering professional consulting services to public and private clients. Mr. Partlow has over 28 years of environmental engineering experience in the areas of Project Management and Oversight in addition to Quality Assurance and Control. His technical expertise and project experience are in the areas of mitigation banking and hydrologic restoration; contamination assessment and remediation; water resources and quality; development feasibility analysis; and major project administration for municipal and industrial clients. During his career, he has managed the research, analysis and documentation necessary for environmental projects of all types, including providing support for environmental assessments and environmental impact statements as appropriate to satisfy the requirements of the National Environmental Policy Act (NEPA) and/or other related Federal and State environmental laws and regulations. Mr. Partlow earned his BS in Environmental Engineering (1988) and Masters of Business Administration from the University of Central Florida (1995). He is a Registered Professional Engineer in Florida and Louisiana.

 

Beverly F. Birkitt, M.S.

Beverly F. Birkitt, M.S., Director

Ms. Birkitt is President of Birkitt Environmental Services, Inc. and a partner in the Tampa Bay Mitigation Bank (TBMB) located in Hillsborough County, FL. The bank is a 161 acre site that includes estuarine marsh and mangrove habitat and freshwater herbaceous wetlands. The headwaters to Andrews Creek were restored and wetlands and tidal channels were created from former agricultural lands. The bank has been deemed fully successful by the Southwest Florida Water Management District and the U.S. Army Corps of Engineers. The TBMB has been actively selling credits since 2008.

Don Ross

Don Ross, Board Member

Don has been a leader in the development of mitigation banking in Florida and the United States. In Florida he participated in early (1986) rule making, subsequent authorizing legislation (1993), legislative amendments to limit government competition (2012) and legislation to favor mitigation bank credits for transportation project offsets (2014). He is a past president of the Florida Association of Mitigation Bankers and currently the president of the National Mitigation Banking Association, Washington, D.C.

Katherine Birnie

Katherine Birnie, Director

Katherine Birnie has cross-disciplinary experience in real estate acquisition, conservation finance and ecosystem service market analysis and research. Prior to joining Ecosystem Investment Partners, Katherine was Conservation Innovation Program Manager at the Maine Coast Heritage Trust where she launched an initiative to develop and implement new project finance approaches to land conservation. She has also served as Project Manager at the Peninsula Open Space Trust in California. She has a BA in Biology from Williams College and an MBA from the Tuck School of Business at Dartmouth.

Carl Salafrio

Carl Salafrio, Director

Carl has been working in Florida’s environmental field for more than 26 years. He is currently the President and CEO of Environmental Consulting & Design, Inc., located in Gainesville. The firm also has offices in Palatka and St. Augustine. EC&D currently manages 14 Mitigation Banks and projects throughout Florida. The banks extend as far north as Jacksonville and as far south as Ft. Myers. EC&D is also very proud to be involved in the management and permitting of two salt marsh mitigation banks (one in Jacksonville and one in Cedar Key).

EC&D has also designed and permitted mitigation banks in Georgia, Alabama, South Carolina, and North Carolina. The company focuses primarily on permitting, financial analyses, and management of mitigation banks.

Kelly Sands

Kelly Sands, Director

Kelly Sands serves as Business Development Manager for Westervelt Ecological Services (WES), Southeast Region. WES owns and operates 18 banks nationally, including the St. Marks Mitigation Bank and the Pensacola Bay Mitigation Bank in Florida. Kelly received her Master of Science in Conservation Ecology and Sustainable Development from the Odum School of Ecology, University of Georgia, where she was a recipient of the Environmental Policy Award. She earned her Bachelor of Science degree in biology and chemistry from Oglethorpe University in 2005. Kelly is also 2011 alumna of the Property and Environment Research Center's Enviropreneur Institute.

 

 

 

 

Bryan Corrigan, Director

Mr. Corrigan has had 18 years of real estate experience and has directly acquired, refinanced, managed, or sold over $2.5 billion of real estate assets.  Mr. Corrigan has had 12 years of environmental investment and mitigation experience in Florida, and he has been directly involved in the formation and permitting of four mitigation banks there.  Mr. Corrigan earned a Bachelor of Business Administration from the University of Texas in Austin in 1999 and a Master of Business Administration from The Fuqua School of Business in 2006.  Mr. Corrigan is married with three sons.

 

Desmond Duke

Desmond Duke is President of EcoResolve, Inc, a full service mitigation credit sales and marketing company for wetland, stream and endangered species banks that are located in the Southeast United States. With over 20 years of experience, his knowledge of the mitigation industry, understanding of government regulations, and sales contracting experience ensures maximum financial returns for the mitigation bank while staying true to responsible environmental stewardship.
